We started our consortium in Florida, but over the years have expanded our reach nationwide, serving both the individual mariner and large maritime companies. What is a drug consortium, and why do I need to join one?
  • Consortium/Third-Party Administrators (C/TPAs) manage all, or part, of an employer's DOT drug and alcohol testing program, sometimes including maintaining required testing records. They perform tasks as agreed to by the employer to assist in implementing the drug and alcohol testing program and to help keep the employer compliant with the DOT/FMCSA Drug and Alcohol Testing rules and regulations. A consortium will often manage the DOT random testing programs of several employers, including those of owner-operators who are not permitted to manage random testing themselves.   • Marine employers and employees (licensed or unlicensed) are required to participate in a drug testing program in order to work on the water. This requirement is outlined in 46 CFR 16.230

Who is required to participate in a drug and alcohol testing program?
  • Any individual who works on the water needs to be enrolled in a drug testing program, per 46 CFR 16.230. Even if the individual doesn't have a maritime license, he/she still needs to be enrolled in a drug testing program.
How does APCA ensure the confidentiality of test results?

We used encrypted, protected data systems, ensuring results are protected and confidential. We do not disclose results to anyone outside of the member and DER.
